CONTEXTE MdM Suisse est présent en Haïti depuis 1995. Actuellement nous réalisons 3 projets avec un accent opérationnel sur les violences basées sur le genre (VBG) et la santé et droits sexuels et reproductifs. Nos zones d'intervention sont dans des quartiers défavorisés de Port au Prince, dans la région Goâvienne ainsi que la région de Jacmel. La mission de MdM Suisse en Haïti a grandi au cours des années passées dans un contexte d'instabilité politique et d'insécurité croissante. Le bureau de la coordination MdM Suisse en Haïti est basé à Pétionville dans la zone métropolitaine de Port au Prince et des bases sont actives à Petit Goâve et Jacmel. Au total MdM Suisse emploie actuellement 34 employés.es en Haïti.   En Haïti, MdM Suisse collabore avec les autres chapitres MdM présents dans le pays – MdM Canada et MdM Argentine. Nous réalisons des projets conjointement et travaillons pour un partage accru de ressources humaines entres les chapitres.   VOTRE POSITIONNEMENT DANS LA STRUCTURE   Vous êtes directement subordonné.e au responsable de programme du siège.  VOS ACTIVITÉS PRINCIPALES  Planification stratégique, gestion, supervision et suivi du programme  -   Assurer une veille contextuelle et sanitaire afin d'identifier les besoins humanitaires/de développement, et les opportunités de projets dans le pays. -   Initier, stimuler et animer les différentes phases du cycle de projet du programme de MdM en Haïti.  -       Coordonner l'élaboration et la mise en œuvre du programme pays de MdM Suisse en Haïti assurer la cohérence entre le programme et la stratégie globale de MdM Suisse. -       Superviser la mise en œuvre globale du programme et en assurer la qualité, en étroite collaboration avec son équipe. -       Coordonner des missions exploratoires dans de nouvelles zones géographiques et potentiellement pour de nouvelles thématiques. -       Assurer la sélection, l'évaluation, la planification du renforcement et le suivi des partenaires locaux. -       Assurer l'élaboration des propositions de projets, tant sur les activités que sur le budget. -       Assurer la mise en œuvre, le monitoring opérationnel et l'évaluation des projets dans le respect des budgets, objectifs et indicateurs (indicateurs projets et indicateurs programmes). -       Superviser la rédaction des rapports de projets (narratifs et budgétaires) à l'attention du siège, des autorités, partenaires et bailleurs de fonds. -       Garantir l'organisation des missions de suivi ayant lieu dans le pays.  Représentation, coordination et recherche de financement avec les autorités nationales, régionales et locales, les acteurs humanitaires et de développement, les bailleurs de fonds, les associations locales de la société civile, les bénéficiaires des projets  -       Assurer la coordination avec les principaux acteurs humanitaires/développement intervenant dans les mêmes zones et participe activement aux réunions de coordination générale ou sectorielle (santé, social, éducation, etc) et aux réunions CHINGO (réseau de coordination des ONGs internationales). -       Assurer la visibilité et la représentation de MdM Suisse dans le pays. -       Assurer les liens avec les autorités nationales, régionales et locales concernées par les projets. -       Elaborer la stratégie de financement pays. -       Assurer la représentation auprès des bailleurs de fonds présents dans le pays. -       Assurer la recherche active d'opportunités de financements dans le pays. -       Assurer le suivi du respect des obligations des contrats bailleurs, le suivi de la consommation et produire les demandes d'amendements. -       Entretenir des liens étroits et réguliers avec les partenaires de la société civile impliqués dans les programmes et les activités de plaidoyer. -       Assurer la représentation de MdM auprès des acteurs des projets et des bénéficiaires.  Management des ressources humaines  -   Assurer le management d'une équipe de 34 collaborateurs.rices. -   Superviser la gestion globale des ressources humaines : recrutements, réalisation de fiches d'objectifs, évaluations annuelles des postes, suivi des dossiers du personnel national selon la loi nationale et les procédures de MdM-Suisse, gestion administrative du personnel national, respect de la grille salariale, formation continue des employés, etc. -   Superviser la déclinaison, la mise en œuvre et le respect des outils RH nationales. -   Assurer l'identification et le calibrage des besoins RH au sein du programme dans le pays de la mission.  -   Assurer la cohésion d'équipe, le bien-être au travail, organiser et animer les rencontres d'équipes (réunions de coordination hebdomadaires, réunions all staff mensuelles, ateliers annuels de coordination et de team-building). -   Assurer la mise en place des briefings et débriefings du personnel national et international (contexte, sécurité, programmes, etc.).  -   Superviser le processus de renouvellement des visas, ordres de missions, permis de travail pour le personnel international de la coordination en Haïti.  Gestion financière, administrative, logistique et sécurité MdM est dans le processus de recrutement d'un point focal sécurité en Haïti, partagé entre les 3 chapitres. Les responsabilités dans ce domaine peuvent varier de la description ci-dessous, en fonction de l'avancement de ce recrutement. -   Superviser et coordonner la formalisation du budget de référence du pays et sa révision annuelle. -   Assurer le monitoring des budgets, leur analyse et leur révision en fonction des suivi financiers. -   Assurer la validation des demandes d'approvisionnement. -   Superviser la gestion administrative, financière et logistique des programmes et de la mission (cycles mensuels, sécurité des fonds, plans de trésorerie) et valider les comptabilités mensuelles en veillant à la conformité des dépenses avec les règles des bailleurs de fonds. -   Assurer la déclinaison, la mise en œuvre et le respect des outils financiers, administratifs, logistiques et sécurité dans le pays de la mission. -   Coordonner les audits financiers terrains. -   Assurer et suivre la bonne existence et le bon renouvellement des procédures complètes pour l'enregistrement de MdM par les autorités. -   Assurer une veille par rapport à la législation et aux normes locales potentiellement applicables pour MdM Suisse (loi du travail, lois sur les taxes et revenus, lois sur l'immigration...). -   Superviser la gestion de la logistique, coordonner la planification et le suivi des plans d'achats et veiller au respect des procédures et règles logistiques. -   Assurer la gestion quotidienne de la sécurité des équipes et du programme (mise en œuvre et actualisation du manuel de sécurité, veille géopolitique continue, supervision de la mise en place des procédures de gestion de la sécurité, socialisation des documents sécuritaires, formation des équipes terrains quand nécessaire). -   Assurer la responsabilité de toute décision liée à la sécurité pour MdM Suisse en Haïti en collaboration avec le siège. Communication et plaidoyer  -       Elaborer et mettre en œuvre une stratégie de plaidoyer. -   Coordonner et assurer la mise en œuvre d'un plan de communication institutionnelle dans le pays. -   Coordonner les contacts avec le siège en termes de communication pour la valorisation des activités menées en Haïti et le respect de la charte de communication. -   Représenter MdM Suisse sur le terrain vis-à-vis des médias et autres partenaires de communication CONDITIONS D'EMPLOI Poste national ou expatrié (statut famille non-ouvert) basé à Port-au-Prince. Country Advisory and Economics Unit for North, West, and Central Africa within the Africa Vice Presidency was recently established due to the re-organization to drive the strategy.      CAE has a diverse portfolio in Morocco, spanning both advisory and analytics, covering a wide range of topics relevant to the country's private sector development. As the senior staff member of CAE in the Rabat office, the candidate is expected to lead activities and dialogue with the stakeholders in Morocco while also supporting other countries in North Africa. The position is based in Rabat. We seek a motivated and dynamic professional with strong analytical skills and policy-relevant experience in private sector development.   In this role, the selected candidate, reporting the Manager, CAE North, West and Central Africa, will serve as the Country Anchor for CAE in Morocco, playing a leading role across the various CAE tools and offerings. He/she will work closely with IFC Upstream, Investments and Advisory staff in Morocco as well as IBRD staff to design and ensure implementation of reforms that address bottlenecks faced by investors in IFC's priority sectors, using a variety of WBG tools and offerings. He/she will lead strategic initiatives, innovate new projects and build new business in line with the WBG/IFC country strategy, and deliver high quality Advisory engagements to the Government and private sector in Morocco and potentially across the Maghreb region.    Duties and Accountabilities: •  Lead business and project development in line with client and market needs while working collaboratively across WBG  •  Lead the implementation of projects by participate in senior level client meetings to provide technical advice and monitor progress in implementing relevant reforms to unlock investment. This approach is called the "Cascade".   IFC's Infrastructure and Natural Resources (INR) Department is looking to hire a Senior Investment Officer to join IFC's infrastructure investment team covering the MCT Region (Middle East, Central Asia, Türkiye, Afghanistan and Pakistan) to be based in Almaty, Istanbul or Tashkent. The selected candidate will provide expertise in the equity and structured mezzanine investment to the IFC Infrastructure regional industry teams primarily for the Central Asia and Türkiye (CAT) sub-region.  This role requires strong and demonstrated technical skills in sourcing, structuring, negotiating and executing equity and structured mezzanine transactions and in asset management. The Senior Investment Officer will also have a significant role in setting equity strategies, day-to-day business operations, equity and structured mezzanine business growth and portfolio management. He/she will work in close collaboration with the Global MAS team as well as the MCT MAS Management team to: (i) formulate IFC's strategies for investing equity and structured mezzanine investments across the MAS sectors; (ii) engage in business development; (iii) structure and execute transactions; (iv) manage assets from origination until exit; and (v) lead knowledge management on equity and mezzanine investing.   Roles and Responsibilities The roles and responsibilities of the Senior Investment Officer will include, but will not be limited to:   New Business •  Responsible for coordinating and providing substantive input to the development of equity strategies and investment themes to target and grow IFC's equity & structured mezzanine business of MCT MAS, in line with current trends in countries and sectors, and IFC strategies (corporate, industry, and country), under the overall direction of the Global Equity Head. •  Lead equity & structured mezzanine business development activities in the MCT region in line with investment themes. •  Lead and/or provide expertise and guidance to teams executing equity and structured mezzanine investments. •  Reinforce quality standards and structure robust equity / quasi-equity investments and set return targets for equity/ quasi-equity transactions.   Equity and Structured Mezzanine Debt Portfolio Management •  Take leadership and responsibility for high-value/complex and structured mezzanine debt portfolio, including exits strategy formulation, working closely with deal teams and the MCT INR Management. •  Ensure IFC delivers value creation at investee companies. •  Provide expertise and guidance to teams managing smaller equity investments in the regional equity portfolio. •  Support deal teams and MAS management to devise and execute equity sales, ensuring consistency with portfolio strategies. •  Work with deal teams and MAS management to identify, appoint, and support IFC's nominee directors to the boards of IFC investee companies.    Leadership and Knowledge Sharing •  Engage in mentoring and coaching of junior staff, provide on-the-job learning opportunities, and ensure efficient and effective use of resources. •  Ensure quality control of work products. •  Support a comprehensive program for increasing the knowledge and learning of equity & structured mezzanine investment execution and asset management.  •  Disseminate equity culture and lessons learned.   Selection Criteria •  A Master's degree in finance or business and a minimum of 12 years of investment experience. •  Minimum five years of active principal investment experience at a private equity fund setup, in-house private equity team of a reputable asset manager, or principal investment teams of sovereign wealth funds. •  Proven track record in sourcing, leading, negotiating, executing, and exiting private equity and structured mezzanine investments. For more information, visit www.ifc.org.   What We Do The Business Risk and Compliance Department (CBR), under the IFC Legal and Compliance Risk Vice-Presidency, is responsible for setting business standards and providing advice and guidance to the IFC Board, Management, and business teams in relation to certain non-financial business risks that may arise in IFC investments, advisory work, and in IFC's corporate functions. These non-financial risks include institutional risks related to IFC's management of corporate confidentiality obligations, protection of personal data, associated regulatory risk, and more recently cyber, AI and other emerging business technology risks facing IFC. These risks fall under the purview of the Data Access and Confidentiality Office (DACO) and Data Privacy Office (DPO) within CBR. Other non-financial risks covered by CBR include business risks such as addressing corruption, fraud and know-your customer (KYC) issues, anti-money-laundering (AML/CFT), economic sanctions, tax good governance, and nominee director compliance.   Context to Role:  The successful candidate will contribute primarily to the work of DACO and the DPO worldwide. Specifically, s/he will advise on the management and mitigation of risks related to data protection, cybersecurity, AI and other business technology risks arising in IFC's operations. ALU is principally responsible for advising the Deputy Executive Director, Management, on all administrative-law related matters, including on requests for management evaluation of administrative decisions brought by staff members under the UN Staff Rules and on all matters relating to possible misconduct and the disciplinary process. ALU represents the Secretary-General in proceedings before the United Nations Dispute Tribunal (UNDT) in all cases involving UNICEF staff members. As part of its functions, ALU assists in the development and updating of relevant administrative policies, such as UNICEF's disciplinary and prohibited conduct policies. It also advises on matters relating to the internal justice system in general, which includes liaising with the relevant stakeholders in the UN system of administration of justice, and represents UNICEF in relevant inter-agency working groups.   How can you make a difference? Under the direct supervision of a P-4 Legal Affairs Specialist, the Legal Affairs Specialist will research and provide advice on substantive and procedural matters of administrative law, including management evaluations and disciplinary cases and represent UNICEF in litigation before the UNDT, mediation processes and other other formal and informal procedures. More specifically, the duties of the Legal Affairs Specialist will include: 1. Conduct legal research and analysis with respect to management evaluation requests submitted by staff members under Chapter XI of the UN Staff Rules. Prepare responses for the Deputy Executive Director, Management, with the support of the P-4 Legal Affairs Specialist. Identify and flag the pertinent legal and factual issues and explore options for resolution in order to avoid litigation. Liaise with relevant offices and line managers throughout the process. 2. Review investigation reports received from the Office of Internal Audit and Investigations (OIAI) with a view to recommending appropriate action to the Deputy Executive Director, Management, with the support of the P-4 Legal Affairs Specialist, under Chapter X of the UN Staff Rules, which may include charging a staff member withmisconduct or recommending administrative or managerial measures. Ensure that staff members' due process rights are fully respected. 3. With the support of the P-4 Legal Affairs Specialist, responsible for drafting Charge Letters and Disciplinary Measure Letters, including proposing proportionate sanctions. Liaise with OIAI and the Deputy Executive Director, Management's office throughout the disciplinary process. 4. Assist the P-4 Legal Affairs Specialist and Chief, Administrative Law Unit in defending UNICEF's position in appeals against administrative decisions affecting staff members' contractual rights by preparing oral and written submissions to the UNDT. Draft concise and well-argued submissions. Ensure that submissions meet procedural requirements and are consistent with the principles of administrative law in the United Nations. Identify, where applicable, cases that are amenable to informal resolution; respond to complex inquiries and correspondence. 5. Assist the P-4 Legal Affairs Specialist and Chief, Administrative Law Unit in preparing and conducting examination of witnesses appearing before the UNDT and conducting negotiations with the opposing party. In appropriate cases, conducing the examination of witnesses personally. Prepare recommendations to the Office of Legal Affairs on the possible appeal of UNDT judgments. 6. Undertake other ad-hoc tasks as required by the P-4 Legal Affairs Specialist and Chief, Administrative Law Unit.   To qualify as an advocate for every child you will have? Under the guidance of the Global Lead, ADAP, and in close coordination with the PG Humanitarian Action focal points, and the Emergency Operations Division (EMOPS), the Adolescent Development Manager will be responsible for strengthening adolescent and youth components of UNICEF humanitarian and peacebuilding contexts.   To qualify as an advocate for every child you will have to?  Support coordination, advocacy and programme efforts on working with and for adolescents and young people in humanitarian and peacebuilding contexts.  Implementation of UNICEF's CCCs on Adolescent Development and Participation, and roll out of global goods on working with and for adolescents and young people in humanitarian and peacebuilding contexts - Provide technical assistance for programming for and with adolescents and young people, including implementation of UNICEF's revised Core Commitments to Children on Humanitarian Action, and the IASC Youth Guidelines. - Conduct roll outs, with partners, at the global, regional and country level on the IASC Youth Guidelines for practical application across sectors in regions and countries, and update/adapt guidance and youth friendly versions as needed. - Coordinate scale up and utilization of global flagship tools, such as Adolescent Kit for Expression and Innovation, Youth Action Guide including digitization. - Support advocacy and resource mobilization effort on UNICEF's efforts to work with and for adolescents and young people in humanitarian and protracted contexts. - Support the ADAP Global lead and team in positioning and implementing the youth engagement agenda in forcibly displaced contexts, as part of the PROSPECTS partnership.  Advocacy and Partnerships on adolescents and youth in humanitarian and peacebuilding contexts - Advocate at global level for stronger integration of and allocation of resources to addressing the needs and priorities of adolescents and youth in humanitarian action; disaster risk reduction strategies; emergency preparedness, response and recovery; and peacebuilding processes and programmes. - Review and contribute to existing organizational plans, tools, policies and standards in the area of emergencies and peacebuilding to strengthen work with and for adolescents and youth; and ensures linkages between emergency, transition and development strategies. - Participate and actively engage in the inter-agency Youth Compact, including in advocacy efforts, coordination on humanitarian efforts, and developing inter-agency guidance. - Work closely with EMOPS, UNICEF Humanitarian Action focal points working group in PG and support to regional and country offices in ensuring appropriate attention to adolescents and youth within L2/L3 emergency situations and on-going efforts to harmonize responses to emergencies.  - Forge partnerships with IASC clusters, task forces and surge/stand by partners to position and strengthen efforts with and for adolescents and young people. - Strengthen the inclusion of and collaboration with youth led/youth centered organizations in humanitarian and peacebuilding contexts.   Knowledge Management and Documentation - Participate in institutional assessments, evaluations and humanitarian reviews that help to identify opportunities and gaps in crises preparedness, response and recovery efforts that have implications for adolescents and young people. - Support knowledge generation (e.g. case study documentation, learning series etc), dissemination, and sharing of experiences among UNICEF staff and partners on strategies and tools, lessons learned, case examples and innovations to prevent and mitigate the impact of emergencies.   Contributions to ADAP HQ section operations and management - Contribute to ADAP HQ's resource mobilization and management efforts including planning, utilization and reporting. - Work with and guide the work of support staff and/or external consultants/contractors such as on the roll out of the IASC Youth Guidelines, training and capacity development on the Adolescent Kit, coordinating inter-agency advocacy and training events at global, regional and country level. - Synthesize and analyze progress and challenges and develop recommendations for relevant UN and UNICEF policy and strategy documents, annual and mid-term reviews, donor reports and inter-agency feedback. - Contribute to ADAP Section's key initiatives and multi-sectoral effortsas required.   The following minimum requirements: - An advanced degree in social sciences with a technical focus in the areas of education, humanitarian action, human rights, international development, psychology and/or related field is required. - A minimum of eight (8) years of professional work experience at the national and international levels in adolescent and youth programmes, programme management, youth engagement, with emphasis on working for and with young people in humanitarian and peacebuilding contexts is required. - Relevant experience in coordination, advocacy, developing global goods and guidance,  partnerships in humanitarian situations, working with humanitarian partners (IASC, cluster mechanisms etc) is desirable. - Strong knowledge of and experience working on gender equity, especially as pertaining to adolescents and young people will be an asset - Relevant experience in a UN system agency or organization is considered as an asset. - Demonstrated experience and expertise working on education programmes for adolescents and young people (Experience with Life Skills Education Programmes is a plus) - Demonstrated track record in report writing, documentation and publication. - Knowledge of UNICEF and UN language, protocols, branding and design standards; - Ability to work with minimal daily supervision and exercise sound judgment in meeting deadlines. - Fluency in English is required. The P3 Advocacy, Partnership and Communication Specialist is accountable for coordinating, implementing, monitoring and evaluating advocacy, partnership and communication strategies to achieve positive outcomes for children and young people. This staff member will drive the development of effective, integrated advocacy and communication strategies. S/he will work collaboratively with colleagues across teams and with external partners to drive changes in policy and practice and secure political and financial commitments for children.   Advocacy strategy development: - Provide technical support in developing a robust advocacy strategy, with SMART outcomes, compelling calls to action, and a clear theory of change. Analyze political, economic and cultural trends from a wide range of sources and identify potential advocacy opportunities and challenges. - Propose new approaches and innovative ideas as part of the strategy development process. Advocacy strategy implementation: - Coordinate the implementation of advocacy strategies and plans, working across teams to deliver a range of advocacy tactics, such as: developing advocacy briefs and products, producing advocacy narratives, shaping creative activations to drive public engagement, working with the media, and organizing advocacy events. Communication strategy development and implementation: - Provide technical assistance in designing and delivering effective communication plans that will deliver the aims of key advocacy strategies and help to mobilize public and private support for the cause of children.  Digital communications: - Coordinate and/or support the day-to-day conceptualization, budgeting, planning, coordination, execution and digital content creation, as well as the monitoring and evaluation of digital initiatives and integrated advocacy campaigns for key audiences. Experienced and current in digital and social media content and audience trends as well as in managing online platforms and channels. Experience in media relations. Strong communicator with emphasis on being able to present complex policy ideas in succinct, engaging ways through campaign narratives and creative tactics. Demonstrated experience in design and management of projects, including budget management and monitoring and evaluation of results. Knowledge of children's rights, public policy, international development and humanitarian issues. Experience in advocacy at the international level is an asset.
